Dear friends and Distinguished colleagues,

Dushanbe will host the High-level Conference “International and Regional Cooperation on Countering Terrorism and Its Financing Through Illicit Drug Trafficking and Organized Crime”. The Conference will be convened by the Government of the Republic of Tajikistan in close cooperation with the United Nations, the European Union and the Organization for Security and Co-operation in Europe from 16 to 17 May, 2019 in Dushanbe.

Dushanbe Conference is the first international event in the framework of the follow-up process to the High-Level International Conference on “Countering Terrorism and Prevention of Violent Extremism” (3-4 May 2018, Dushanbe) and the High-Level Conference of Heads of Counter Terrorism Agencies of UN Member States (28-29 June 2018, New York).

The financing of terrorism and its links to organized crime and illicit drug trafficking pose serious risks to international peace and security and to counter these threats is essential to ensuring the stability and development of the Central Asian region and beyond. The elimination of drug trafficking and terrorism requires joint efforts by the international community at all levels, as no country or institution can address these threats alone.

Tajikistan, having understood these global threats, has been making significant efforts to counter terrorism and the illicit drug smuggling for many years, including adoption of the National Strategies on Countering Terrorism and Extremism for the period of 2016-2020 and Illicit Drug Trafficking for the period of 2013-2020, as well as the National Concept on Countering Money-laundering, Financing of Terrorism and Weapons of Mass Destruction, 2018-2025.

I am convinced that Dushanbe Conference will serve as an important platform for comprehensive dialogue, exchanging skills and experiences, as well as reinforcing efforts in countering contemporary security threats and challenges.

Dear Participants,

I warmly welcome all of you to this High-Level Conference on “International and Regional Cooperation on Countering Terrorism and its Financing Through Illicit DrugcTrafficking and Organized Crime”, organized by the Government of the Republic of Tajikistan in cooperation with the United Nations, the Organization for Security and Co-operation in Europe (OSCE) and the European Union (EU) on 16-17 May 2019, in Dushanbe.

The scourge of terrorism is increasingly complex and transnational. Our response must be collective and dynamic to adapt to changing circumstances, identify and address new challenges effectively. A global threat demands a multilateral response, cooperation and partnership at all levels to share information, experience and resources.

I am grateful to the Government of the Republic of Tajikistan for hosting us again, representatives from over 100 invited countries and 20 international and regional organizations, following our joint conference last year on 3-4May 2018, in Dushanbe, during which we focused on “Countering Terrorism and Prevention of Violent Extremism.”

Our deliberations this year will now also take place as part of the series of regional conferences in follow-up to the first United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of Member States, convened by the United Nations Secretary-General, António Guterres, on 28-29 June 2018 in New York.

Denying terrorists the means to finance themselves, their networks and operations, must remain a cornerstone in global, regional and national efforts to prevent and counter terrorism, in line with the international obligations of Member States. Terrorism financing, including through illicit drug trafficking, organized crime and the exploitation of new technologies, continues to pose a major threat to international peace and security, undermining the rule of law and sustainable development.

Countering the financing of terrorism has been a high priority for the United Nations, as evidenced by the International Convention for the Suppression of the Financing of Terrorism, the United Nations Global Counter-Terrorism Strategy and its successive review resolutions, and several Security Council resolutions. As Member States endeavor to effectively implement these instruments, it is essential to continuously update our understanding of the terrorism financing risks and to strengthen coordination and information sharing.

I invite you to make the most of the opportunity offered by this High-Level Conference in Dushanbe to engage with your regional and international counterparts, including senior officials and experts from six different United Nations entities which have been collaborating in this programme with the Government of Tajikistan, the OSCE and the EU.
